The 'oh shit! we needs to get EVERYONE IN A RELATIONSHIP CAUSE THAT'S THE TRUTH OF LIFE' bullshit.

This is a really good way of describing the phenomenon. I totally agree- it's why I gravitate to series like Supernatural where relationships which are not romance are the center of the action. But what frustrates me is the whole, 'we must be working up to a romance or no one like, but we cannot have a romance or no one will like, so we'll just start something and then break it about once a season.' Ugh.
